The quotes feature will allow you to create different quote types.
How to create a quote, estimate, proforma invoice or sales order
Navigate to Settings > Configure system > Toggle Features and click on the 'Features' tab on the left-hand side.
Enable the 'Quotes' feature using the slide button as shown at the bottom of the screenshot below.
